The goal was to transform the primary governing body into a leadership Board of Trustees "comprised of diverse volunteers who are senior representatives of the largest, most influential donors and sponsors, noted intellectual, civic, moral leaders and other stakeholders" (Governance, 2010, The United Way). This was also designed to ensure that the governing body had a vested interest in upholding the charitable mission of the organization. Proper controlling of distributed funds is required to encourage continued donations, as donors must feel as if their money is primarily going to people in need, not simply being used to enrich the organization or serve its administrative functions. "Annually evaluating board and member performance, including ethical standards" is now part of the United Way's standard operating procedures (Accountability, 2010, The United Way).
